he thing about taking a dollar from a potential oil purchase and using it to buy solar equipment is that the oil dollar is then lost forever. That purchaser will never again need to buy oil.
What is baffling about this report is the sheer size of the uptick. Was there really 35GW of optional purchasing sitting on the sidelines? Sure, it's 35GW in aggregate, but that's still a very large increase.
Even more surprising was that China mobilized that production almost instantaneously!

Have the Chinese been running their solar plants at half speed? One third capacity even? It's hard to read the data any other way. How else could they just double their exports? When we look at numbers like this, we see that China's production capacity is probably sufficient, right now, to get the entire world powered up with solar by 2030. https://ember-energy.org/data/chinas-solar-pv-export-explorer/ 4/4
