Some funders pay APCs but most APCs are paid by the same institutions that pay subscriptions. Our point was that Gates is setting an example with their policy': no money for subscriptions, no money for APCs, support for institutional infrasructure. If institutions would follow their lead, the transition would be happening.

If funders mandate preprints and stop paying APCs but journals remain (despite people's best efforts to replace them), then the system will revert back to domination by closed access subscription journals.
