If it's about going public, then Telefunken was faster (The Rollkugelsteuerung is mentioned in this brochure from 1966: ftp://computermuseum.informatik.uni-stuttgart.de/telefunken/tr440/doku/TR440_Mai1966.pdf ). If it's about having the idea - well, it's hard to prove who had it first.
