but even if we entertain the idea that it is not for a shakedown or other clandestine purpose, it has that ring to it of being a response to some kind of specific threat or incident somebody knew about but where some bright spark who took an intro to IT for future middle managers term course at some point and now figures they're an expert got ahold of it and turned it into a "technology neutral" regulation in such a way that it doesn't address literally any actual problem anymore

and all that aside, wasn't there some legal precedent recently about agencies going outside of their mandates in ways with "vast economic and political significance"?
