Right, whatever rule, it should be extremely simple to roll out.
Fair, but with minimal filing burdens. Nothing at all would meet that requirement.

There are expenses which are allowable and there are expenses which are not. Just add anything that you can drive on a car licence to the list of expenses which are not allowable Simples!
