Isn't it just a way for the government to get free porn? I see nothing in that text which says a hash only is stored after the required submission of the offending image.

Which can still be reversed. I’m not sure I’d trust the Government to look after any nude images. Under the definition they have come up with any private nude can go on the register as if it were shared without consent it would be intimate image abuse.
