Not just user-to-user services but also cloud file storage and sharing services that fall into certain risk categories (well that’s what they consulted on). If a service doesn’t comply its execs can face prosecution and have liability l.

@interpipes@thx.gg @neil@mastodon.neilzone.co.uk @openrightsgroup@social.openrightsgroup.org did warn about different attacks on hash algorithms, as well as false positives etc. seems highly likely to be weaponised as copyright trolls do currently with notices
