At this point, selling the Steam Machine as a developer bare-bones unit, WITHOUT storage and RAM, would at least get current "development ish" hardware in gamers' hands while AI crashes and burns, and it also minimizes the risk of fuckin' scalpers buying out the whole stock and reselling the memory for a profit.
