I'm being incredibly literal here. When HR claims a form is "anonymous" then sends a unique link to each employee, that's not anonymous.
I have also been the help desk employee that helped HR navigate their surveymonkey portal and saw EXACTLY what HR sees with the responses, from each non-anonymized individual.
My problem is the claim of anonymous, when every survey link I have ever seen is NOT ANONYMOUS.

@kajer@infosec.exchange I see, in this case they didn't claim anonymous. They only made claims about what particular managers can see.
