With these collections, the choice to follow a collection, or block a collection is an end-user choice exclusively. The choice to appear on a collection is similarly at the exclusive discretion of the account holder.

@corpsedoll@pl.kotobank.ch @pachli@mastodon.social @mike@thecanadian.social There's no institutional power in this model, imo, compared to the harms you rightfully point out on server-side block lists/bans, which _are_ under institutional control, and could result in people being cut off from wide swaths of the fediverse, and chased around by blocklisters as they move instances.
