A backup for the germplasm held under UN auspices by international agricultural research organisations mostly located in developing countries, eg the International Rice Research Institute in the Philippines. They are in politically unstable places and frequently subject to natural disasters. More than one, eg that formerly in Syria (ICARDA), has been destroyed during civil war.
