@nyhan@fediscience.org @EUCommission@ec.social-network.europa.eu The general rule is to only index papers once they have passed peer-review, i.e., at least two reviewers agreeing on giving the manuscript a thumbs-up. I think it was F1000Research that started this scheme and sicne they have been runing ORE for the last 5 years, I'd assume this is where this comes from.
