Well I just get a graph from the PDF.
And your affirmation looks.. weak.
Rust take 10% more disk space: ok.
Rust take 10% more RAM because not using heap may by more correct.
Also, in paper they express the work done on optimizing rust binaries (that can be seen in the graph too). I'm quite sure if they did the same amount of work on C binaries to reduce heap usage, there will be no difference in RAM usage and much less heap peak consumption, putting the 2 solutions in the same ballpark.
