Ideally you recognise that some people need to let off steam and figure out a way of channelling and containing that activity in a slightly safer way that isn't expensive or exclusive.
In practice the govt already does this by permitting marches and sports fans to do rowdy shit. But teens? No!

Something's got to give. You have to either stop pretending you genuinely want teens to go outside and do things, or you have to massively increase the amount of funding and, crucially, *space* for activities for young people – some of which will be self-organised and, yes, a little bit scary.
