It's probably PQ-secure (nothing but my guess), but its primary value it that it's the oldest public-key algorithm out there, predating RSA and DH, and it doesn't rely on any fancy number theory - just a somewhat secure block encryption. I don't think it was ever used due to inefficiency and quadratic (not ~exponential, like modern systems) security.
