All the furor over Virginia's redistricting vote reminds me yet again that the reason "gerrymandering" is possible, is the Federal law requiring Representatives to be elected in single-member districts. There is no *Constitutional* requirement for this. Except for that federal law, states would be free to instead have *proportional* representation, which would better reflect the diversity of their populations. (Germany, for example, has had proportional representation for a long time.)
