The causal ambiguity of 404 (due to how easy it is to serve accidentally, as a server operator) is even having ripple effects in the ActivityPub ecosystem. For example if you read https://swicg.github.io/activitypub-http-signature/#handling-deletes-of-actors it goes into how if you access a previously known profile and you get a 404, that can either mean the profile was deleted, or the server has been taken down for maintenance by someone who did not realize they ought to put an HTTP 503 in place while they work.
