To get contributions back if it's copy left code, i.e GPL code? Not unless it is somehow leaked, tied to a department and upheld by the courts. To prevent the distribution of libre code? A state could pass legislation making it illegal - let's say the "digital McCarthy act". As always, it depends upon jurisdiction, law & upholding of law.
