There's no context menu for running something with sudo from the context menu, what you're talking about is what file mangers already give you that for opening files and folders, but not for running applications that require sudo.
Applications like KDE Partition Manager asks you for a password on opening it by default because it executes pkexec when launching the application, but this doesn't apply to other applications that require elevated permissions in order to run. But not all applications that require sudo use this when they require it.
