What industry happens in those areas? Would you prefer a factory, maybe an oil rig. Or how about a mine. Great alternatives .....

you ever actually live in a ‘tourist’ town? name it Hawaii had a major IT project to be an international hub, thousands of jobs. This was early 2000s. State tourism lobby killed it.
