Oracle has a tuning advisor (not in standard edition, though) that I think can recommend creating indexes.

@bohwaz@mamot.fr Just checked and indeed it can -- and it can review past activity to recommend indexes based on your actual workload. But as with all such things some intelligence is required when acting on its recommendations!
