@lily@problematisch.jetzt No idea about legal requirements, but in my case I didn't need one for the registration (I also only send them a letter for it) and I didn't even need it for the change itself, since I went to the Standesamt where I was born (they initially told me I needed one, but that was a mistake and they were nice and gave me the new birth certificate for free since I already payed for the old one, that I didn't needed).
