I can't confirm, but I have been told that this is a newly scanned KH-9 HEXAGON image showing a detailed view of fifth, final, and unlaunched soviet N1 rocket on the launch pad at Baikonur Cosmodrome, Kazakhstan on January 19, 1974.

Image credit: Techniques Spatial" Note the upper stages are not attached! From "Vovan" on Russian forums. From December 20, 1973, to February 6, 1974, a 1M1B mockup was on the left launch pad for testing the 8L launch vehicle. Fueling and defuelling of the mockup's three stages were carried out. The head unit was not needed.
