@PhoenixSerenity I use a garden cart as a bike trailer and attach it with very strong velcro straps to my rear rack. max speed I've gone without flipping it is 40 km/h (medium load) . The time I did flip it coasting down a hill (got up to like 48km/h) , it was fine and I reloaded it and tipped it back up. Advertised max load of the cart is 270 kg but that will stretch the drive chain of my bike, and probably make your scooter upset as well. try to stick to 80ish kg probably. I am not sure what mount points are available on your scooter but maybe there's a place to get a carabiner or velcro strap in?
