I'm sure its memory bus bandwidth is enough to transfer an entire VGA framebuffer every frame, many times over. GPUs are really good at rendering images and videos very fast, and all modern web browsers use hardware-accelerated rendering as much as possible. So it's not that either. I'd blame modern OSes and their schedulers.
