What hypothetical actor wants to be seen, uses a 10+ drones flying for hours at a time, over multiple days?
If you want to probe defense, a single, plausibly deniable consumer / hobby drone would seem far more to the point. If you want to be covert, you wouldn't run lights and would use minimum number to get the job done.
Even if you want to send a message, you'd still want to minimize the chance of being caught, unless you're just absolutely sure you'll get away with it

And speaking of getting away with it, WTF was going on for those four hours a day? Does Barksdale have no drones of their own? No helicopters they can call on to follow one? It's also remarkable that basically none of the many "swarms of drones" sightings over sensitive installations has ended with any drones being found or anyone being caught. OPSEC is hard, drones fail, pilots crash… yet these have somehow been perfect
