Goofus works for the private sector. Gallant works for the public sector. Gallant washes his hands for the complete runtime of "November Rain" and dries them well, following documented procedures. Goofus and three buddies go in to wash their hands. They return ten seconds later, smeared in poo that wasn't present before, one holding half a broken porcelain sink, and tell you they're close to finishing the project tomorrow.
