Cough, yes that would be the regime that routinely murders 30000 a month of their own citizens because they dare to protest. Oops that was on the past 12 months.
And that in the Iran Iraq war used attrition tactics with human cannon fodder.
(A war that had at least half a million Iranian casualties offer 8 years)
And last but not least when exactly do you expect their sleeper cells of terrorist supporters e.g. in the USA to be activated?

@Felis_Catus_Domesticus The anti terror boss in the USA already resigned, guess he knows what a wounded predator is generally most dangerous. Notice that the Shi'ites paramilitaries are already rocking the political dynamics in Iraq. Genocide as you suggested (getting rid of Shi'ites,I think that was you, but definitely someone in this thread), is easier to talk about than to implement. @VeroniqueB99
