@Phracker2Art Nah, its just inbuilt into some of the 16 bit sonic games, it allows you to travel through objects, and place and spawn objects. I guess it was an easy way for the developers to test out stuff. If you abuse it and give yourself too many rings or blast through cutscenes the graphics can mess up, backgrounds might only half load, objects go weird colours because their pallets didn't load and they take assets from other sprites, stuff like that.
Accessed via cheat codes usually.

@Phracker2Art also the levels wrap around sometimes both vertically and horizontally, and if you place sonic in a wall sometimes the game gets confused and if you travel left it will shoot him out right and you can skip almost the whole level, silly weird things like that can happen.
