Fun! A fresh install of Debian 13 gets stuck in a boot loop on qemu. Debian 12 works fine, as does Fedora and Ubuntu. Best part is there's no error message, it just reboot loops forever.
Looks like the solution is to add OVMF (UEFI firmware?) to the qemu flags: -pflash /usr/share/OVMF/OVMF_CODE.fd
