I can attest to what Jeff is saying -- people don't have any savings, they have no buffer. And it is isn't their fault. They aren't spending frivolously. The reason there hasn't been a minimum wage hike in decades is that money goes to the 1%. The transfer of wealth to the top in America is utterly criminal.
