@tristan yup, it's a whole translation thing. What it should read is basically: "non-vacuum sealed packages are exposed to uncontrolled environment and must be desiccated per manufacturer recommendations prior to any hot work" or broadly similar. You'd be surprised how many people don't realize you really are supposed to do that for basically all plastic and ceramic package parts.
