@glamfrenzy for NTSC you'd need to generate/encode an EIA-608 signal, there's a bunch of tools (like CCExtractor) available for decoding but i'm not as familiar with what's out there for encoding https://en.wikipedia.org/wiki/EIA-608

@glamfrenzy followup: just checked and you can generate embedded 608 captions in the free cross-platform version of da vinci resolve
