Activists like Felicity Young had to funnel money through nuns to get any public health response. Four decades later, Queensland's LNP government has again brushed aside calls for a needle-exchange program in prisons, after reports that up to 300 prisoners may have been exposed to HIV. The line is the same: 'there should be no needles in prisons'. Abstinence won't stop a virus. It never has. We've changed premiers, but not the outdated moral panic that costs lives.
