So, Lula was a good president because there was a global rise in the price of exports that boosted the economy. Bolsonaro was a bad president because there was a global pandemic that fucked everyone in the ass. To be fair it's like that everywhere. Big reason Obama won in '08 is because Bush took the blame for the global recession even though the conditions that created it date back to at least the Clinton years. Not to defend Bush of course, but he certainly didn't deserve ALL the blame.
