the people who are justifying Google's advanced flow for enabling developer mode on the point that it helps against scammers and such are failing/too naive to see an incredibly obvious alternative merely having warnings and forcing a reboot will already deter pretty much any malicious guided use of it, forcing a 24hr waiting period does not really change the statistics
