@zed @Mimesatwork sorry, I could have phrased it better. I meant that not only Americans require toilets to be free for a city to be "shittable". I imagine that many people used to seeing toilets as a public service would resist having to pay a fee. And frankly speaking I have seen too many Europeans improvising in the street to say that the current fees are an effective option.
