You join me on the other side of a successful Windows 11 23H2 reinstall. Yeah, I know, 23H2 is 3 years old bla bla bla. But at least it boots properly, doesn't disable access to your C drive, etc. Bluetooth doesn't natively work properly on this version of Win11 for some reason, so before the reinstall, I used a program called Driver Store Explorer to find and extract the bluetooth chip's driver files. After the reinstall, I simply located the backed-up driver files, right clicked the .inf file, clicked install, restarted the PC for good measure and boom, fully working bluetooth! Fuck your minimum system requirements and the falling-apart Boeing 737 they flew in on!
