The regime isn't just the government.
This is exactly it, the fall out falls on all of us, but the benefits are just for those in power. Be it the government, wealthy elites, whoever. As long as the powerful get more power.

@Kalshann i mean, yeah, it stands to reason this would happen when the ones with the most financial power also have the regulatory power like magic, any negative side effects can be made someone else's problem with enough nudging
