Better idea: Simply nationalize the fossil fuel companies and set all fossil fuel usage prices in such a way that encourages more sustainable and ecologically friendly transportation and practices.

@AnthonyJK I think that a bigger change, and much less palatable to the voters (and the representatives). I'm also not sold on an authoritarian monopoly on the resource being a net good. But, we do need to find a way to alleviate the damage to society caused by companies (or persons or governments) hording resources.
