I have reported this via a bug report to the good folks at #vivaldi too, but if you are finding that Vivaldi isn't showing it's icon either in Gnome or KDE, the following sed command will take care of it:
sudo sed -i 's\Icon=vivaldi\Icon=/opt/vivaldi/resources/vivaldi/resources/icon_128.png\g' /usr/share/applications/vivaldi-stable.desktop
