Had this exact same issue preventing us from upgrading. When I saw that the incremental gc was being reverted I thought it could be related...

Well, I just tried upgrading to 3.14.5 where the incremental gc was reverted and I'm still hitting a memory leak while running migrations 😞 Time to dive deeper into the specifics of my problem
