@dbattistella He's right, and I hate it. I remember discussion in 2022 when Biden weaponized the SWIFT banking system against Russia. People were concerned this might prompt some countries, most notably China, to develop their own independent systems that were not subject to the whims of American leaders. This is what Carney is discussing here. "Integration" has become a dangerous entanglement.
