@ghostinthenet it is completely unserious. Lump it in the same group as http://bill.herrin.us/network/ipxl.html (maybe was a serious attempt at one point, but that ship has sailed), https://datatracker.ietf.org/doc/html/draft-tang-ipv4plus-06, https://datatracker.ietf.org/doc/html/draft-omar-ipv10-06.html, and to a lesser extent https://github.com/schoen/unicast-extensions (as that doesn't propose a new protocol, just a whole bunch of software changes to keep ipv4 on life support).
