There will be no need for the arrows as in Pascal or Modula-2, because all variables will be (at least for syntactic purposes) by reference. No such thing as a value variable.
They are all reference variables with characteristics similar to linear typing.

Oberon-2 doesn’t have the arrows, anyway. Wirth must have realized they were superfluous.
