@artemist IBAN discrimination wouldn't even surprise me, but this isn't it! I do have Spanish IBAN but they don't accept SEPA payments, they only accept credit cards and local Spanish instant payment system, and that Spanish instant payment system is designed to work with any phone numbers (phone number is simply used as an identifier) but specifically this treasury payment page artificially restricts these identifiers to Spanish phone numbers
