What's the minimal way of getting the yo hiragana in LaTeX without fussing too much with fonts, which will work on the arXiv?

@olynch@mathstodon.xyz it's been a while for me, but the last time I looked, you needed https://www.ctan.org/pkg/cjk ; otherwise, you could refer to the Unicode character directly. See https://tex.stackexchange.com/q/15516 too.
