There's this VIES API to check EU VAT numbers. It's free and supplied by the EU. There's also viesapi.eu that calls that API and made some wrappers around it and offers a subscription. It ranks #1 on Google. I'm pretty sure their business model is people that cannot find the free API. It has a EU-like logo, .eu domain etc etc Some would call that smart, but it's just very scummy to me.
