I think the reason why I love Luke's line so much is that it so effectively encapsulates how it feels to be a teenager, or someone in their 20's living with their parents. This place sucks, nothing ever happens here, there's nothing to do. My peers have all left and are doing cooler shit and I'm stuck here. It's kinda very pop punk in a way.
And it's worded in a very sci-fi way! Even if a civilization has FTL travel, sapient droids, and laser guns... Some kid will still feel all the same things as you or me because there will still be parents, still be small towns, still be kids with a dream of doing something more interesting than what they're doing now.
It tells us what we need to know about Luke and Tatooine in specific, but it also tells us about his society in general by playing to such a universal feeling as "I hate this town."
