It's an intentionally inflicted abuse by people who are not the government to entrap a victim in common with the government (misconduct or brutality) into encouraging people who care about them to retaliate against the government on behalf of the helpless person being attacked on both fronts.

—people targetting them use a variety of tactics to isolate the victim and the incidents to the benefit of the criminals being able to target more people the same way. It's most commonly done via digital networking and ransomware, and dabbles in blackmail of the victim and the criminals. Their support system hurts too much to see them be targetted so often, and the police invalidate the victims reports, as retaliation for reporting misconduct. The goal: You blame the victim and claim—(4)
